Disney is quietly rewriting one of its longest-standing guest policies.
For decades, Disney parks around the world have maintained strict rules on animals. Outside of trained service animals, pet dogs have generally been kept out of theme parks, restaurants, and most shared guest spaces, even at resorts that welcome dogs in designated accommodations.

That approach remains in place across most Disney destinations. At Walt Disney World, for example, dogs are only allowed in designated rooms at Disney’s Art of Animation Resort, Disney’s Port Orleans Resort – Riverside, Disney’s Yacht Club Resort, and The Cabins at Disney’s Fort Wilderness Resort.
Guests camping at Fort Wilderness can also bring their dogs to campsites. However, pets are still prohibited from Disney theme parks, swimming pools, restaurants, and the majority of public resort areas.
Disneyland Paris operates under similar rules. Guide and assistance dogs are permitted throughout the parks, while pet dogs can stay in selected cabins at Disney Davy Crockett Ranch – as long as it is clearly indicated when a dog is alone inside the cabin – or spend the day at the resort’s Animal Care Centre for an additional fee.

Elsewhere across the resort’s hotels and theme parks, pet dogs are not permitted, reflecting the policy Disney fans have come to expect worldwide.
Now, one Disney destination has broken with that tradition, becoming the first to significantly expand where eligible dogs can accompany their owners during a visit.
A Disney Resort Opens Restaurant Doors to Dogs
Hong Kong Disneyland has introduced new rules allowing eligible dogs inside several restaurants across the resort.
Guide dogs that have completed training can now accompany their owners into every dining location throughout Hong Kong Disneyland, including restaurants inside the theme park itself and across its resort hotels. Access was previously more limited.

Effective immediately, guide dogs and assistance dogs in training are also permitted inside the Royal Banquet Hall, one of the park’s largest quick-service restaurants serving American, Japanese, and Chinese cuisine.
The updated policy also extends to several hotel dining locations.
Dogs can now enter Star Chart Café, Cloud Dragon Restaurant, Radiant Restaurant at Disney Explorers Lodge, and the Cinema and Art & Design Kitchen at Disney’s Hollywood Hotel.
The change comes as Hong Kong introduced new measures on July 9, allowing dogs in selected restaurants across the city and expanding public access for owners and eligible assistance animals.
Strict Requirements Still Apply
The new policy does not apply to every dog visiting the resort.
The three eligible types of dogs do not require an additional ticket. However, owners must submit the necessary documentation at least seven days before visiting the park or hotel.
That paperwork includes a valid license issued by Hong Kong’s Agriculture, Fisheries, and Conservation Department, along with a certificate issued by an approved accredited organization.
After Disney verifies the documents, owners receive confirmation by email before their visit.
Guests must also bring the original documents with them on the day so they can be inspected before entering the resort.
Only dogs certified by approved organizations, including the Hong Kong Guide Dogs Association and Hong Kong Guide Dogs Service Center, qualify under the updated rules.
Disney has also outlined how eligible dogs should be identified while inside the resort.
Trained guide dogs must wear a working harness. Dogs still undergoing training must wear a jacket or vest so cast members and guests can easily recognize their status.
Owners remain responsible for supervising their dogs throughout their visit.
They must clean up any waste and dispose of it in a sealed trash bin. To support the policy, Hong Kong Disneyland has also designated backstage toileting areas near the Animation Arts Classroom and the Royal Banquet Hall.
While the changes are limited to one Disney resort, they represent one of the most significant shifts Disney has made to its long-standing animal policy.
For now, Walt Disney World, Disneyland Resort, and Disneyland Paris continue to prohibit pet dogs from restaurants and theme parks, with only trained service animals permitted in guest areas.
Whether similar changes eventually spread to other Disney destinations remains to be seen, but Hong Kong Disneyland has become the first resort to formally welcome eligible dogs into multiple restaurants under the new rules.
