Florida Banned Welfare at Theme Parks, But Taxpayer-Funded Disney Trips Are Still Perfectly Legal

Florida residents navigating state assistance programs are facing a massive shift in what public funds can legally be used to buy. Governor Ron DeSantis recently enacted sweeping restrictions on Florida’s Temporary Cash Assistance (TCA) program, officially banning the use of state welfare benefits for theme park admission, entertainment subscriptions, tattoos, and vaping products.

However, the political push to block welfare cards at theme park gates targets a scenario that has never actually existed at Walt Disney World. Adding a fascinating layer of irony to the state policy, a completely separate Florida program quietly allows thousands of families to use public education funds to buy admission to Disney World, Universal Orlando Resort, and SeaWorld.

The Expanded Public Assistance Ban

The new restrictions directly target Florida’s TCA program, which distributes monthly cash benefits via state-issued cards to low-income families for necessities like housing, utilities, and clothing. To prevent public funds from funding luxury or leisure items, the state is implementing point-of-sale transaction blocks for items on a comprehensive prohibited list.

Banned categories now explicitly include:

  • Theme park tickets and entertainment admissions.
  • Video games and streaming subscriptions.
  • Tattoos, tanning salons, and spa services.
  • Psychic and fortune-telling services.
  • Adult content, drugs, tobacco, or vaping products.

Disney World Doesn’t Accept Welfare Cards

While the inclusion of “theme park tickets” on the banned list made national headlines, it changes absolutely nothing for Walt Disney World operations. Benefit cards loaded with state assistance have never been accepted as payment at Disney Parks.

According to planDisney experts, the resort strictly accepts cash, major credit or debit cards, and Disney Gift Cards for admission, resort stays, and dining. Because state benefits cannot be used for food inside the parks, budget-conscious families must rely on alternatives, such as packing a cooler with lunches and bringing reusable water bottles to avoid the premium cost of theme park dining.

The Education Voucher Loophole

While welfare cards are strictly blocked at Disney turnstiles, millions of public dollars are still being funneled directly into theme park ticket sales through the Florida Department of Education.

Following the 2023 expansion of Florida’s school choice initiative, families who transition their children to homeschooling can receive state-funded educational vouchers. The program is managed by Step Up For Students, a nonprofit organization that administers the Personalized Education Plan (PEP).

Under current PEP purchasing guidelines, parents can use their state education dollars to purchase theme park tickets, provided they cite an “Educational Benefit” for the visit. The state will reimburse families for basic theme park admission up to a strict cap of $299 per student per school year, plus tax.

Parents easily justify these taxpayer-funded trips by utilizing Disney’s Animal Kingdom for hands-on zoology, EPCOT’s World Showcase for cultural studies, and SeaWorld for marine biology. The loophole is incredibly popular; recent investigations revealed that over 8,400 students had theme park ticket reimbursements approved for a single school year.

While Florida successfully banned cash welfare benefits for amusement parks, the institutionalized use of school vouchers for Disney World admission highlights the contradictory way public funds are regulated in the state.
